Yes, that's almost what the NIV says,
Rom 11:32 For God has bound all men over to disobedience so that he may have mercy on them all. NIV Although I think the NRSV might give a slightly clearer word picture here.
Rom 11:32 For God has imprisoned all in disobedience so that he may be merciful to all. NRSV In any case though, Paul's word for "God" was Greek, "Theos", not Hebrew, "Elohim".
