2 Tim 4:5 But you, keep your head in all situations, endure hardship, do the work of an evangelist, discharge all the duties of your ministry. NIV This verse seems to be the most obvious to me. The basic idea being that this seems to be a summation of what Paul has taught Timothy. Which would then include the things mentioned in 1 Timothy such as the appointing of Elders and Deacons. Titus himself was a fellow traveller with Paul, a spreader of the gospel, fellow worker, etc... We don't have an official title for him, but he would not have been an Elder, or Bishop, or Overseer, as these would have a responsibility to a single church, and hence not move, or a deacon for the same reason. The extent of the travels of Paul and company would preclude anything stationary, even if they were given an entire region to be in charge of. In this way it almost seems to be a negative argument, but it does seem significant to me that the ones told to appoint elders and deacons were not the ones who were elders, rather they were, in Timothy's case a youth, and in both cases not from around town, so to speak. Those are my thoughts, perhaps they will be helpful to you.
