God could have created a "perfect" system wherein evil things never occured , but would that still leave room for free will?
The answer is of course not. God will point us in the right direction, but will not force us to go in that direction, that is the quintessence of free will, choice. And choices about everything little we do in our lives as well as choices about the big things like serving God, or not serving God. God provides us with the directions, but we must read them.
